Mary Lamie, a longtime leader in St. Louis regional transportation and freight infrastructure development, is leaving Bi-State Development to join engineering and consulting firm Lochmueller Group.
Her departure, effective November 2, was announced Tuesday by Bi-State President and CEO Taulby Roach. Lamie has accepted a consulting position with Lochmueller after more than three decades in transportation engineering, infrastructure planning and public-sector leadership.
Lamie joined Bi-State in 2015 to lead the newly established St. Louis Regional Freightway. In 2019, she became executive vice president of multimodal enterprises, adding oversight of the Gateway Arch, Riverboats at the Gateway Arch and St. Louis Downtown Airport.
A Decade of Regional Freight Development
Under Lamie’s leadership, the St. Louis Regional Freightway has worked to strengthen the region’s position as a national freight and logistics hub.
The Freightway coordinates efforts among public agencies, transportation providers, manufacturers and businesses in Missouri and Illinois to identify infrastructure priorities and secure funding.
Its 2027 Priority Projects List identifies 29 projects representing more than $9.2 billion in potential investment. As of May 2026, more than $581 million in projects had been completed, nearly $3.8 billion in funding had been secured and $1.6 billion in projects were under construction.
The projects include highway, rail, port and airport improvements intended to strengthen freight movement and regional economic competitiveness.
Career Spans Public and Private Sectors
Before joining Bi-State, Lamie spent 22 years with the Illinois Department of Transportation. During her final seven years, she served as deputy director of highways and Region 5 engineer, overseeing transportation infrastructure across 27 southern Illinois counties, including approximately 3,300 lane miles of highways and 1,700 bridges.
A licensed professional engineer, Lamie holds a bachelor’s degree in civil engineering from the University of Missouri-Columbia and a master’s degree in civil engineering from Missouri University of Science and Technology.
Throughout her career, she has worked with government agencies and private-sector partners to establish transportation priorities, develop funding strategies and advance infrastructure investments.
New Role at Lochmueller Group
Founded in Evansville, Indiana, in 1980, Lochmueller Group provides transportation planning, engineering, environmental and infrastructure design services. The firm operates across the Midwest and in Texas.
Lamie’s experience in transportation planning, infrastructure funding and regional partnerships brings a combination of public-sector and economic development expertise to the firm.
Bi-State’s announcement describes her new position as a consulting role but does not specify her title or responsibilities. Lochmueller has not publicly announced details of her appointment.
Bi-State Plans Leadership Transition
Bi-State Chief Legal Counsel Gregory Linhares will assume oversight of the Gateway Arch, riverboats and St. Louis Downtown Airport.
The future structure of the St. Louis Regional Freightway remains under review. Bi-State is working with regional partners to determine how the initiative will operate following Lamie’s departure. Linhares will provide oversight during the transition, with Lamie remaining involved in the process.
Lamie recently received the Transportation Club of St. Louis Lifetime Achievement Award in recognition of her contributions to transportation, logistics and economic development.
