3rd Project Proposed for St. Charles’ $350M Riverpointe Redevelopment

From St. Louis Business Journal: A developer is advancing what could be the third project at the $350 million Riverpointe mixed-use redevelopment at the St. Charles riverfront.

St. Charles officials are considering the sale of about 16.5 acres of city-owned land in the Riverpointe footprint for a proposed apartment complex that would include at least 200 units. Legislation for the sale was introduced at the June 2 City Council meeting, but no action was taken.

As part of the apartment proposal by developer Edward Rose Properties Inc., the city would declare the site surplus property and sell it at a price of $6.45 per square foot, or about $4.5 million. The project would be part of the second phase of Riverpointe, the city said.

The apartment project could mark one of the first major vertical developments within the long-planned riverfront district. The roughly $350 million redevelopment effort was first publicly outlined by city officials and partners in 2022, with the goal of transforming land along the Missouri River into a mixed-use area with office space – possibly even a corporate headquarters – residential, retail, hotels and recreational uses.

To date, development activity at Riverpointe has been limited. Chicken N Pickle, the pickleball-themed restaurant venue that opened along the riverfront in December 2023, has so far been the first and only significant completed project. A dual-branded AC Hotel and Element Hotel has also been approved for Riverpointe’s first phase, but is not yet underway.

The proposed apartment complex would represent the third major development within the district and the first substantial residential component to move forward.

Edward Rose Properties, an apartment owner and operator based out of Bloomfield Hills, Michigan, is familiar with the St. Charles market. The company operates the nearby River Crossing apartment community, which offers one- to three-bedroom units with monthly rents ranging from about $1,539 to $3,365, according to its website.

The new apartment complex at Riverpointe would be located close to River Crossing, across South River Road and north of the Family Arena.
